Cooldust

Adds outlines to things that normally don't, like smoke, dust, and projectiles.

You can use /lines to toggle between full outlines and outlines just on the bottom (default full outlines).

Note, this does currently break the pixel scaling on the affected objects, meaning things will only ever draw at x1 pixel scaling.
